Who Should Pay For Sen Nelson's AMTRAC Style Train System?

Today’s question: Sen. Nelson (FL-D) wants a new rail system for his state: should every American contribute to Nelson’s plan or should this be funded through a private consortium or solely by Florida residents or scrap the idea?

Florida residents should have to pay for train system.

However...

Justice John Marshall had established the following case precedent, now wrongly ignored by both federal and state lawmakers, that Congress cannot lay taxes in the name of state power issues.

"Congress is not empowered to tax for those purposes which are within the exclusive province of the States." --Chief Justice Marshall, Gibbons v. Ogden, 1824.

So while Florida residents should be paying for the train, both federal and state lawmakers are wrongly allowing Florida residents to pay federal taxes for that purpose. And the best remedy for this situation is to repeal 17A.
