Comment: Should I give Reid some measure of credit for actually remembering he represents Nevada here? Is this his version of Nancy Pelosi's pork project to protect mice in her district back in the Great Stimulus of '09?

Should I agree that, yes, Congress is empowered under Article One Sec Eight to promote for the progress of the "useful arts", but remind those reading this pertained to copyright and only a tortured assertion of the Necessary and Proper Clause could justify it?
