Just because the 17th was proposed by the states doesn't mean it should endure, and doesn't mean it was right. It's acknowledged that the pre-17th system had faults; the 17th was a perversion of original intent, however. 17th should be repealed and replaced with actual fixes to what the 17th puported to address.
